I believe most wheel adapters require you to run longer wheel studs.....have you looked into this?
That's a big problem with Cobalts......the wheel choices are so sparse. Once my Cobalt sells, I'm planning on doing a hellaflush style build on a 2010 RX-8. I'll be running 18"x9.5" Work Emotion XC8's with a +12mm offset.....and of course I'll be doing a stretched tire, rolling and pulling the fenders, as well as running a great deal of camber to get everything to fit. But I wouldn't neccesarily suggest doing something like this to a Cobalt....hence why mine is for sale.
Also, a lot of car newbies think the higher the offset the more flush a wheel will be, but its the opposite. A low offset, 0 offset and then the extreme, negative offsets, will stick the wheel(s) out much more. Most cars come factory with a very conservative offset.....usually between 40mm-70mm.

Well yeah, thicker spacers/adapters have integrated studs. But this is also going to space you wheel out a good bit, and I'm not sure if you would want that or not. Its going to give you a much lower offset.....you may just want to consider customs wheels as an option too. CCW, HRE, I-Forged and DPE are a few options to consider, but they don't come cheap.
Now throw a 20mm bolt on adapter. You'll now need to find an 18x9 +55.
And most any high end company will custom drill the wheel pattern anyways. But everyone here just tries to find the cheapest way out on wheels.
I have wheel adapters, motorsport technology makes good ones. Smallest they make is 19mm, so subtract that from the offset of the wheel for your offset with the adapter. With my wheels, i'm running a 29mm offset on a 17x7 wheel and it's pretty much flush. I didn't have to modify my lug bolts or anything, but I can see how some rims would require a shorter stock lug bolt.

And 29mm with a 19mm spacer is a 10mm offset. I don't think so.
David(slowswap) or Will im thinking of running 235's with this rims im getting as they are 18x8 but im not sure of the offset so im test fitting the rims when i get them to see how they sit on the hub
based on your guys knowledge would i have rubbing just driving straight? haha someone said it will rub on a locked turn(u turn) whatever haha
