Down pipe leak? I thought u said it was between manifold and turbo? That's either a blow gasket or if ur lucky like I was, just need to torque whatever bolt came loose back up and u didn't blow the gasket. Go under there and see where there is black sut from exhaust and if it's just a bolt that needs tightening , then tighten and see of it fixed it.

Yep no matter what you need better visual confirmation on what exactly is leaking, usually there is black soot and it's obvious.

I want to upgrade the downpipe but wasn't sure if that would fix the leak aka the noise but was told it was between the manifold and turbo and every shop I've been too said they can't fix it without Messing with the turbo me kinda a noob to the cobalt world lol so I've seen cobalts in the Texas hoping someone has a shop or something so I can do some upgrading

how can they be scared of it? if its a blown gasket, take off downpipe, take out turbo bolts, slip a new gasket in there, put bolts back in, tighten. easy, if the studs come out that is

you can take the turbo off with jackstands and and a jack on your back. if you need to do that might as well upgrade your downpipe at the same time.
