The only correct way that I can think of would be to weld in some aluminum plugs. If you tried to fill the holes with weld, you would heat the housing so hot it would distort. If you started with a filler, a plug of some sort, then tacked it in place and kept heat manageable, it would work in theory and be permanent and safe.

The Quicksteel way is proven.
Mine has been in for 10,000 miles... looks the exact same as the day I put it in.
I know 4 people with Grand Prix GTP's running 2.55" to 2.65" pulleys that Quicksteel'd their blowers and have had them that way for 20k to 50k+ miles, and they have all told me that their's looks exactly the same as the day they put it in.

Ive had the quick steel in for about 5k miles, and with the magnaflow cat back, the exhaust does not drown it out. I could definitely hear a difference!
In my opinion, if you are going to take the time to put in the quick steel, you should port and polish your SC, and throttle body as well. Good luck!

It's just no worth it...get a good intake and port the inlet/outlet and it should be loud enough for ya. There's some risk involved with the plugging and no performance gain.
