I noticed my intercooler surge tank was at vapors today which obviously is not good news. So I refilled it until I can check for leaks on the weekend. Now the question I'm asking is that the hose on the top near the cap is an atmospheric purge correct? (meaning it's not supposed to be connected to anything, it doesn't re-route coolant into the system) I should know this...

Yeah, its just a few inches of tube for overflow. It isnt routed into anything.
