stage 3 also disables your a/c, but seeing as you're in canada i doubt you'll need it very often. check this out for stage 3 info.
and raspiness is well, you know... ever had a sore through and your voice sounds like ****? great example. a car example? like shortstack said, you've heard an old jap car with a rusted out exhaust before im sure.

ok, 1- theres a fix for the a/c problem, 2- Canada is hot in the summer, 30+(about 90f) all summer, huidity 40(105f) every day, sometimes 45(115f). Its not the artic, for example my old home back east was about 3 hours northeast of the border with maine. Now I'm about 6 or 7 hours north of michigan, its hot in summer, and gets -30 every day in winter, we get windchill in the -45(-50) range often.
