Best and Cheapest are on completely different ends of the scale.

If a quality turbo kit does not fit your budget be patient and save up the rewards are worth the wait.

best bet is not any "kit" but gaining knowledge and piecing it together urself. you will save money, learn more, and have a better end product.

hahn race craft stage 5. Install yourself, they give you a pcm that you can tune but it has a good base setup. So get another 2k, and go big or go home =D.

first do a lot of searching and figure out what goes into making your own setup. a lot of things are determined on your power goal, like injector size and turbo size. once you figure that out, start looking for a manifold and turbo that fit your needs, then figure out if u wanna run the stock heat exchanger or go front mount. you will save a good amount of money and time just piping the turbo into the stock intake manifold and running the stock cooling system. once all that has been decided you can start buying the little things. good luck. im not gonna go into any more detail because all of us here want you to learn on your own.
