to be honest you can look around n afford to get 3 of your items out of the 4 with 2200. or all four depending on wat rims you want.
intake is like 240
custom full exhaust at a local muffler shop 350
Springs 150
Installing the intake is simple and the springs you need an spring clamp and maybe an air compessor. its much cheaper when you do the labor work urself.
i got my rims and tires for 600 cuz i work at discount tire.
You pretty much got 1000 bucks left after buying all 3 items and installing them.
so you just got to manage money right to get all four.

or you can customize one like i did and save alot of money.....look above ive only spent 2200 on my setup....and that includes the tuning which is getting worked on right now and im actually going to get 200 back as soon as my tuning is done so really only 2000

Find someone in the classifieds selling off their SC, Corsa or GMPP exhaust for $300 or so.
Next get an intake off of E-bay for $50.
Buy a DC Sports strut bar brace for $100.
Buy an Armor coat header from Pacesetter for $320.
That is $770, plus a speed shop should charge around $350 for the installation of all these parts.
You can take the rest of your money and buy some lightweight rims like the Trak Lites which are only 10lbs per rim on a 15" wheel! The weight savings total is around 40lbs unsprung weight which will help gas mileage, stopping and up and go.
Or buy some stainless steel brake lines so your car has shorter stopping distance by eliminating brake line swelling.
I would also look into a ground wire kit with voltage regulator (yes they work).
That is what I would do if I had that much to spend.
