Get an after market PCM from Intense, or use HPtuners software to remove it. TO clarify that will remove the top speed limiter, but raise the REV limiter. NEVER remove the REV limiter!

But to answer anyways, you can't and shouldn't.

Heck, forget Honda. If you didn't want a limiter you should have bought the LS sport package. My 05 ls with the 1SB package has no lmit! (ok, so it's draft lmited at 126, but who's counting?) It's all about the tires. The stock 15 inch continentals aren't made for anything above 105 so a lmiter is installed. The 16 inch pirellis are far more capable.

Not to mention a reflash like that is probably not even legal since the dealership has no way of proving you're never gonna use the old tires and rims on the car again....
I doubt any dealer in their right mind would take a risk like that.
