hmm....if i jus take the whole SAI system out will it pass emission? If not why because the other balts dont have this POS system and they pass

No will it not. Because you will have a MIL. The system is both hardware and software. You would need to get a re-flash deleting the software. This is discussed in the sticky thread concerning this topic.
