Rear Center Seatbelt

I can understand your concern if he were going to have a passenger in that spot, but he just said he won't ever have a passenger in the middle spot of his rear seat. It's a four seater now, I don't see how that's a safety issue to passengers in the rear that do have seatbelts...

Changing your 5 seat vehicle to a 4 seat vehicle is a choice that you can make though. It's the same choice someone would make by buying a vette. It's a two seat vehicle and if your friend's car breaks down that's an issue you chose to deal with. I'm saying, there is nothing wrong with taking a seat belt out if you obey the fact that only four passengers are welcome in the vehicle at any time...
Back on topic. I honestly don't know the difficulty involved. I'm sure it's very easy to take out. May be more difficult to put back in though. I assume you would have to take the rear seat out and remove the back of the seat as well to access the bolts...

I'm old school
The center shoulder harness reel is a pain the ass. You have to take apart most of the back of your car. The rear seat has to come out, and the rear deck. Then you can access the attach points for removal.

You have to remove the back deck cover that has a bunch of spring clips and a few screws in it.
-or-
If you have no intention of ever ever putting it back in and your cars not leased....
Setp 1 - Pull belt out
Step 2 - Grab scissors
Step 3 - Cut Belt
Step 4 - Enjoy it being removed without jacking up your rear deck cover.
