How hard is it to crack an ECU for a car that all of the other trim levels are cracked? What about the HHR that has a 2.2 in it, do they have anything out for that?

It took HP Tuners over a year to have what is available now for the J-Body and Cobalts SS/SC's.

I doubt the HHR has anymore support tuning wise than the cobalt.

remember: low boost is your friend on non-purpose built engines. just because they can take the pressure doesn't mean that it'll do you any favors. ideally, you want slight vaccuum at idle to low boost at cruising speeds, with it picking up through the engines natural torque curve.
