there are a ton of 08s without sai..
unless your car was:
1. ordered for sale in a state that has adopted CA emissions
2. ordered for general sale (meaning it could be traded or swapped between any dealer)
most 08s and beyond will come with sai, just for the fact of you dealer wanting the ability to trade that vehicle to any other dealer, even out of state. it would be illegal for your dealer to trade it to my dealer in NY because we have CA emissions

doesnt matter if it does anyway, i had it, got an intake so i could plug it all in together, it ended up making my idle so rough when the pump was running, i just disconnected it, the pump now is just pumping outside air instead of filtered air... no CEL. just a loud whine now when its running (the pump, not the engine..) and when i get a header, im going to disconnect that side also, and not get any CELs (so i've read..), althought i dont know if i'll pass smog... but i think thats only in CA anyway so dont worry about if you have it or not (although it sounds like you dont)

sorry, this a tangent, not directed at the original poster, it applies to california folks only
first of all, a disconnected air injection pump will most definitely set a check engine light, probably not immediately, but leave it disconnected for a few days and it will. anything that sets a CEL falls into the category of "emissions related" and the car will fail a smog test in California.
second, if the secondary air injection system is disconnected, the car will fail the visual inspection in california, unless the smog tech is either a good friend of yours or totally shady.
of course, you don't really have to worry, because a new car doesn't have to be inspected for six years unless it is sold to someone else.

I just bought my 08 Cobalt and it had it. When i Installed my cold air intake i just put a medium size breather on it, and it works. The only thing is when i start my car you can hear it sucking in the air, but cuts out in 30 seconds. The only bad thing is, it is starting to collect oil and I am going to have to change it soon.

My '08 has it as well, I believe the great state of Taxsylvania has adopted CA emissions. As stated above, it's my understanding that all you have to do is place a breather filter on the intake hose for the SAI and it will work fine. I eventually plan on installing a GM intake and that's what I intend to do as it seems no one else has had problems with it...

hm yes, a breather tube tied onto the end will allow you to attach any cai/sri
but the dealer has a fit everytime you bring it in, and will give you a big frustration anytime something goes wrong

That's why I'm working on a way to make it a bit less 'obvious'. If possible, I plan to tuck the filter/hose end under the intake tube itself. That way, it won't be immediately obvious, and also will give a 'cleaner' look under the hood...
