171 at the crank for 06 / 07, 173 for 08....at least that's what GM claims.
I expect you could take 10 brand new identical Cobalts (any trim as long as all the same), run them on the dyno, and get a 3-4 hp range in outputs just based on the variations (small as they are) from one car to the next.

07 and up are 173
nobody dynos at the same numbers... a click of a strap makes you gain WHP

Was more talking brake horsepower than whp though, I am very well aware of how much effect lashing the car (or bike in my case) down tighter has on the numbers produced
Point I was trying to make was that no 2 engines (or transmissions) are exactly identical from the factory - at least not in a < $25k econo box, might be a different story on a > $1m exotic.
Should play with tire pressure on a dyno some day, can make for some "interesting" results
