rough idle

my car started idling high and going up and down a little bit anybody have any ideas

I suggest you post more info about your issue. Could be a dirty MAF... *shrugs*

when im at a light or in park the car will idle around 1100 and when its cold it will go between 1000 and 1300

If your defroster is on, that could be from the AC compressor turning on.

seems pretty normal to me, the car raises idle until its warm

Could be dirty throttle body, dirty MAF sensor. NOTE: only use MAF sensor cleaner to clean the MAF sensor otherwise you may as well just buy a new one.
