They could be powder forged, but in any case, everything I've found points to the fact that they're forged steel:

Displacement in the Ecotec 2.4L VVT was increased to 2,384 cubic centimeters by increasing bore and stroke to 88 mm and 98 mm, respectively, compared to 86 mm and 94.6 mm in the Ecotec 2.2L. The 2.4L VVT introduced a Gen II engine block that strengthened the block bulkheads to improve both durability and vibration control, without significantly increasing mass. The 2.4L VVT uses forged C70 steel connecting rods that are shorter than those in the 2.2L with a stroked cast nodular iron crankshaft.

i have never taken it apart myself but i have seen them in front of me. 100% powdered steel. check chapter 1 of the gm build book as well to confirm they are powdered steel

They are forged end of story if it throws a rod then I'll build it I have freinds that build sand rails and buggys they turbo these engines all day 300+ hp and beat the **** outa them and never have problems

blazin.. your problem is you're looking at the gm build book .. the build book has nothing to do with 2.4's and has more then one incorrect statement in it .. hell there are even **** ups about the 2.2 and 2.0 in it.. the 2.4 does have forged steel rods.. the 2.2 uses forged powder metal rods.. there are many companies that've pushed the 2.4 hard and it's taken it like a champ if you think they can't take it .. you need to look on solstice forum, sky roadster and some of the other kappa web sites..

im very shocked blazin does not know this information already, its been known before i even joined this forum about the 2.4 internals. If they were only good to 250 then they would be blowing within HOURS when pushing close to 400hp. How many times have you read a 2.4 blowing when pushing over 300hp? Go check the solstice forums and let us know.
Better yet, talk to ZZP whos had their 2.4 running over 350 whp and racing it, still kicking fine.
