is there a performance chip for the 2007 cobalt ss non supercharged automatic. or anything that can boost it perfromance wise.

There are no performance chips for the Cobalts, and there never will be. You can get a tune for your 2.4, just search for HP Tuners on the boards, and you'll find your anwsers.
