are the 3 parts, the radio control buttons, the plastic cover for the buttons, and the wiring to run from the buttons in the steering wheel to the radio.

I have a 2009 Chevy Cobalt, and will provide any additional info that is needed to get this question answered. So please feel free to ask.

I think I heard somewhere that the wiring is already there. I may be wrong though so someone should confirm or dispute this.

Are your trying to do this with your stock or aftmarket radio?

If stock and you already have cruise, you can buy an SS steering wheel and just put it on. That's what I did. Everythinbg works GREAT.......and it only cost me $112 (including the new steering wheel nut)
