Bad Ground??

Bad Ground??
So I'm about to put new speakers in the front doors, in doing the prep work I was under the drivers side dash looking to see how hard the molex was going to be, I took a look around and if you look up there is a metal cross bracket in which there are two grounds (factory) attached to it It would be about two inches to the right (and behind) the tach. Looking closer at it I saw saw what appears to be scorching or burn marks under the grounds, you know the kind that appear on metal after electricity has flowed into it.
My question is , Is this normal, I can't see it would be but want to ask, I will post pics but it is in an akward spot to get the camera in
Could this explain why when I turn the car off sometimes the needles on the gauges dance up and down for a few seconds, has been like that since day one

our needles are on little stepper motors. If you open up the cluster you'll see what I mean.
If you slap your dash hard enough they will actually bump out of place. The needle drops all the way down, feels where the bottom is, then adjusts itself by using the distance it knows from the bottom to the beggining of the digits.
It really is simple, Our cluster is really complicated yet simple at the same time. Its all LEDs so you pretty much never need to change a bulb.
As for the burns, it might be from a spotweld or something. I wouldn't worry about it. There really isn't any wires back there that will carry enough current to burn metal like that. Not without the insulation of the wire bursting into flames...

Its right at the ground and there seems to be no welding point anywhere around it. besides don't they stamp cut all holes in everything (with a press) anyway heres a picture or two, it was not an easy angle to get a decent shot so, take that in mnd when you see the picts
