Can anyone create PCB?

I will build a CAD version with all the correct sizes, but this gives an overview.

A light controller for the car as an annex to the existing fusebox, the reason I choose to connect both left/right sides of each light is for redundancy.

DIP SWITCH SETTINGS:

Switch 1/8 - Enables/Disables low beams with high beams
Switch 2/7 - Enables/Disables fog lights with high beams
Switch 3/6 - Enables/Disables fog light automatic/manual operation mode *
Switch 4/5 - Enables/Disables fog light indicator on dash

* Automatic Mode: Foglights turn on with daytime running lights
* Manual Mode: Foglights turn on/off with factory cabin switch

This controller could be done using integrated circuits, but the switch settings above would still have to accessible with dip switches, capacitors need to be in place to prevent HID flickering and to supply power to HIDs during relay switches so if an integrated circuit could negate the switching time of a magnetic relay then these capacitors could be changed to a smaller size suitable to manage only HID flickering. The fuses must be mini-ato for compatibility with existing fuse box and if magnetic relays are used they must be the same style GM uses on the factory fusebox.

I'm going to make a few changes to the pads in the design, I think some of them will lift when I apply heat to them.

I wonder who else is interested though, it would be a lot of wires to splice into but you'd definitely have way more control over the lights. I'll come up with a cost per board, maybe I can get some interest going here.

Bump for updates and price...

Estimated cost is $100 per board plus a container to put it all in.
