The lumens are PER BULB.
I've also know exactly which CREE LED chip's they are using, they do in fact perform as advertised.
HID's are generally also rated on a per bulb, 35w HID bulbs can generally range from a "lower end" 2200lm each to 3500lm each on the "higher end". Without a doubt, with a high end 35w HID's you'll push about 2600lm total more in comparison to LED or TOP-END halogens. 2600lm does make a difference, but not so much that it rule out the use of LED's, as the LED's are on the very highest end of halogen output (and consider the best halogen's don't usually have a long life either.). People don't get blinded, and you can see great!
