There is always 3 volts coming through that circuit which is enough to light up the LEDs but not the normal bulbs.
If it bothers you, you can add a resister to the circuit. The wires to the maplights run on the drivers side of the roof between the edge of the sunnroof and the door. You can get to them by pulling off the sunroof trim and carefully pulling down the roof liner a little bit. If you are going to go to that much trouble you might as well add a dome light to that circuit instead. When I added my domelight it gave enough added resistance that my map lights no longer stay on dim.

i was having the same issue. wound up getting a little soddering tool and sodder (of course!)
then got 1/8 watt resistors can't remember anything else about them. opened up the led housing and soddered one end of the resistor to each pole (- and +) then put casing backon and havn't had the problem since. theres a how to on exaclty what i did, just cant seem to find it right now

Fwiw, a while back i replaced my map lights with leds from v-leds and they stayed dimly lit. The other day i added a dome light (bc i have a sunroof, gm fail) and put leds from superbrightleds.com in and the map lights still stayed lit. But when i put the bulbs from superbrightleds.com in my map lights as well they now go off. I guess the bulbs from superbrightleds have a tiny bit more resistance to them compared to v-leds bulbs.
