Why do power plugs always stay hot? Any way to change this?

I'm sure this has been asked but I couldn't pull up anything in search. I'd like to know why the American manufacturers choose to leave the power plugs always hot even when ignition is off. I like how in a Japanese car when I have a Bluetooth receiver, USB adapter, etc. plugged in that it always turns on and off with the car and so it can be left plugged in all the time. In the Cobalt and pretty much every American car, they stay hot so if you're not going to be driving your car for a few days you should probably unplug it so it doesn't drain your battery. It's inconvenient...what is the point of having it this way?

Is there a simple way to change this behavior for the front plug in the Cobalt?

Thanks.

What if someone want's to leave a phone charging in the car while they are at work.

I always unplug everything I don't need running even in my own house. Coffee maker, toaster, microwave, etc all unplugged unless in use.

Meh. The new Chevys they are with the key. It's really not that hard to unplug things if you're going to be not driving for a few days.

alot of newer vehicles have both. One cig plug with constant power and another with accessory power. Really theres advantages and disadvantages to be argued for either so the proper response is for carmakers to put both in the car

I would be a less than happy camper if I needed the key in and on to use the power port to keep power to my laptop.

Can you describe or provide a link to how this is done? I never use the plugs with the car off, so I'd like to leave things plugged in and have them turn on and off with the car.
