Since no one replied since you posted the question, yes, any Cobalt that is affected by the recall will be repaired for free. It doesn't matter if you are the first, second, or however many owners or where you got the car from. This isn't like a bumper-to-bumper or powertrain warranty that can expire, be voided due to modifications, etc.

i didnt get a letter, and they asked for my VIN and they checked it and i was qualified... i think as long as you know you dont have the recall done, they will give it to you cus its a cobalt.

Essentially, they don't want to charge because the recalls are considered ones that will kill you!

Never for an instant think a manufacturer will issue a recall out of the goodness of its heart. It's issued to protect their bottom line.

toke my 06 ss/sc to the dealer to the parts dept. they ran my vin. found the recall. they ordered the part. told me the box is under thr dash so mods are no problen. i have 20 inch rims on my bolt and was afraid that would void the recal on my vehical, but no the dealer said. also found out my ss has a warenty ti 2014 on the cat.

If your car is in the covered range and the recall hasn't already been performed on your car, no matter what owner you are or how long you wait you'll be able to get it repaired. Best bet is to call your dealer with your VIN number handy or contact Chevy's national toll-free customer service number on their home page and they'll be able to tell you if your car is covered (more than likely it will).
