Well normally I'd say your ball joints are going, but you have a brand new car
I've never heard of such an issue on the Cobalt before, take it into the dealer ASAP and explain the problem. And whatever you do, don't let them tell you "its normal" - thats the most widely used excuse by dealers in order to get out of doing warranty work

it cant be balljoints if he hears it while the car is sitting still.. im going to assume that its something loose thats ratteling around in your engine compartment. certain vibrations probably make it more audible. without a doubt go get it checked out.
let us know what it was

If you can feel it in the wheel there is a bulletin on the 2005-2007 cobalts for these symptoms along with the HHR. can be as simple as an intermediate steering shaft or if the bulletin pertains to your car a new steering column. Just a thought work for a chevy dealer.

steering column........ pays 1.1 flag hours to replace, i have done 3 columns this week
steering shaft isnt really a problem for cobalts/hhr..... those are pretty much ever other vehicle ( impala, malibu, silverado, tahoe, suburban)

Its the steering shaft, it can bind from crappy lube and poor manufactoring. The tell tale sign is that it clunks while turning the wheel at slow speeds. Mine was replaced after 250 miles, noise has been gone ever since.

I just put a set of rims and tires on my Cobalt Today and my mechanic and I checked where the sound was comming from. The sound is comming from the mid-shaft that goes into the rack!. I've had everything changed as of yesterday. New struts, strut mounts, sway bar bushings, complete lower control arm and today I put in new rotors and pads. When I was sitting in the car today, with the engine running, I bumped the steering wheel and that knock was clear as a bell!
A good test to see if its the mid-shaft is
1. Turn the car on with the engine running
2. Sharply move the steering wheel to the right and left
3. Move the steering wheel just enough to get the wheel to turn a little then quickly go back and forth about an inch.
This will replicate the knocking or "clunking" that you have when you drive at slow speeds!
I spoke to my dealer (I bought the car used) and he said to bring it in and we'll get the car checked out and order the parts!
