Is it a manual or an automatic Cobalt?
Sometimes on the autos, they won't let you take the key out unless it is in park as a safety feature. Make sure it is going into park properly. If it is a manual, there is sometimes a little button near the ignition that needs to be depressed to release the key from the tumblers. I don't think the Cobalt has this feature though.
Thats all I can think of. I haven't ever had that happen to me in any vehicle, so I'm not really sure what could be causing this.

Had this problem in my old grand am. There should be a small plastic or rubber plug on the bottom of the steering column. if you remove it you can stick your finger or a pen into the hole and press the button there. It will release your key. Sounds like the problem is a bad solenoid that is activated when the car is shifted into park allowing the key to be removed. The button manually releases the lock on the key.

If your car is an automatic, make sure its all the way in park (yea i know sounds dumb) and make sure the small knob that u push to take itout of park is pulled out and not
still partially pushed in. I have seen about 5 of these at work. All of them have been
because of beverage spilled in the shifter.

Sadly
Nothing worked and i took it to the dealership and they were too busy to fix it and now i have to wait till monday this is just my luck lol the whole problem is not that it doesnt come out it doesnt even make the final click down to where u should be able to take it out. Its almost like the steering wheel isnt locking so its not letting me get the key down.

My Cobalt is doing the same thing (automatic). I called the dealer, and they think it may be a bad switch, which is activating the torque lock. I am taking it in next week to get fixed.

Something similar happened to my automatic '92 S-10 Blazer not too long ago when I asked my Salvadorian friend to turn it on for me. The key was stuck in the cylinder, and the car wouldn't turn off, so I had to drive it home, pull the wires from the coil to the distributor, remove the steering wheel (that was a pain, I had to rent a tool from Pep Boys), and replace the key cylinder and keys (GM shop had a set in stock for around $40, bought it there, installed it, then bought one online for $16 and returned that one to GM for a full refund). Unfortunately, I broke the connection for my bad-ass horn in the process, so I wired the beast to a switch by my feet!
Good luck. Removing the steering wheel was the hardest part (had the Salvadorian idiot help out), but you should be able to figure it out.

I had a problem with the key getting stuck in my former 2004 Malibu LT on cold mornings last fall, unless I used the remote start to warm it up. First, I took it to the dealership where I bought it, and they couldn't figure out what the problem was (wasn't sure if it was electrical connections not being made, or simply the cold weather causing problems). I took it to another dealer and they found a bulletin on the issue, and they fixed it.
