Actually, Cops do have a quota, their bonus depends on it, so they will stop you for that if they can, but just to find something that's actually worth giving a ticket for.

Thats why you read all local and state laws:P Even though id like to tell them to suck it, You gotta do what ya gotta do. Thats why im glad the worst illinois law for cars imo is the need for both plates

Though you should always inspect everything once in a while too...I got pulled over awhile back not bc my tails were tinted but bc apparently whenever i put on my signal, or braked all of my lights flashed. Though the cop wanted to bust me for tinted lights...until i pulled out my measuring stick:P
