TSB# 10256 :( Iginition Cylinder Failed
First post here, unfortunately its because my ingition cylinder has failed. My key would not turn to the off position at all. I had to pull the fuel pump relay to get it to shutoff.
I was reading up and apparently there is a TSB for this issue, my car is a 2009 cobalt, so it SHOULD be covered. Document ID: 2552146
Problem is I called the dealership and they said it would cost me $400 bucks. Yet in the TSB it states.
"Dealers are to service all vehicles subject to this program at no charge to customers, regardless of mileage, age of vehicle, or ownership, through January 31, 2013. "
also
"What We Will Do: Your GM dealer will replace the ignition lock cylinder. This service will be performed for you at no charge until January 31, 2013."
Now heres the thing, I didn't buy this from a dealer. I bought it from Enterprise with the powertrain warranty. Does this mean I'm out of luck and have to fork over the $400 bucks since I didnt buy it from the dealer?

All involved vehicles are identified by VIN in the Global Warranty Management System...
Direct quote from the bulletin.
Your VIN may not have this special coverage listed when looking it up in VIS. If it doesn't have that special coverage listed, it doesn't cover the car.
