How does one wet sand an item?

Depends on the item.

Usually you get the corresponding grit sand paper and water, wet surface and keep wet as you sand...

what the difference between wet & dry sanding besides keeping down the dust?

will this give me a smooth shiny surface if I use a high gloss spray? I'm trying to paint the plastic console.

just use a 400 grit sandpaper, rub it down nice, get all the crap off... paint it, and use a clearcoat... that's it... make sure you do a bunch of really light coats.. will come out shiny
