1/10 degree (0.1) off is a lot considering the allowable difference is 0.05. Your toe was twice what its supposed to be.
Even that much toe will make the inside shoulder of your tire wear out quite a bit faster.

I just checked my alignment sheet. Everythig was perfect except for my passenger side toe which was .28, specifie range was 0-.2. So I was barely off. I'm not saying an alignment isn't necessary, it's just not very urgent. Then again I only lowered 2 inches

0 to .2 if this is correct, then you were .008 off. Thats a lot when your talking .0001, tenths. Mine's lowered 2" and they could'nt get mine all the way aligned. Mine's still out a couple of tenths

Well, the springs will help. If they are SS/SC springs, they will not bring you down much. They will help you handle much better though. A standard Cobalt has the FE1, the Sport and SC cars are FE3, while the TC cars are FE5 (tightest) suspensions.
And don't forget that we live in NE Ohio, the land of nast pot holes and snow in the winter. A slight drop would be ok, but if you drive in winter to low, then you will be pushing a lot of the time. This winter I had a lot of snow pushed into my intercooler due to the snow, and I am not lowered.

so having mine switched out can still improve handling? and did you see my thread about my car problem bill? its not the tranny, its the MAF i found out. and yesterday it threw a CEL

im lowered and i cant tell you how many times i plowed my driveway and did the nice service of plowing some streets for the other drivers, WOW I'm a good citizen
and i lift it back up during the winter time

As for the springs, i don't think they would help you. You have the Sport, so they should be the same as what you have now. If they were TC springs, that would be different.
How many miles do you have on your car Drew? The plugs might need checked and the trans fluid.

im only 20, be 21 in september haha. will see what happens next year. cant really get off work at the moment only been at my second job for about a month now.
