It's all about prep. Take the tires off the rim, wet sand the rim down (start low (600grit and go higher up the scale as you go), paint in light even layers (multiple layers), clear coat (if you wish) and then you're done.
Sounds hard, but cleaning and prep are the parts I'm most meticulous about. Even if you **** up a little in paint, you can fix easy!

Sand paper: 400-600 grit up to about 2,000 moving in increments of 300-400.
Painter's Tape
High Temp Paint (whatever color you want)
Clear coat - if you don't want the flat look
Computer Air Duster (blow away all sand and water mess when sanding)

you can get it all at any auto parts store; Pep Boys, Autozone, etc.
I'd get the painters tape and air compressor can at wal mart or home depot.
You can check and see if thye have everything else, they should.
I'd say Pepboys or Autozone for the paint though
