ok so pay pal is refunding me the money but there was only 13 bucks in his account

dude don't buy from this guy
i payed him 300 through paypal and he never sent the parts
i turned it into a claim so they tried to refund me but he emptied his bank account
i got 13 bucks back and paypal said he'll only have to pay me the rest back if he wants
to continue his paypal services
