if it sees you are not at WOT it will come on in early RPM then towards the red zone RPM
It comes on for you to shift for better fuel economy. I personally take it close to the red area then shift when it comes on.
99% of the time I do not pay attention to it. I just shift around 3-5 range normal driving.

Ok so i've figured out it comes on in the MANUAL cobalts ONLY.
The 2.2's for gas mileage and engine redline.
The 2.4's at the rev limiter.
The 2.0's, well, never until you go over 7400 rpm.

I've seen the light before a couple times. I was sort of powershifting when the tac jumped to almost 8K when I did it. I about **** my my pants too since I really didn't want any bent valves and a destroyed engine.

I have a 2.2L and I never stated it comes on ALL like that. Just stated when it came on for my car.
When not at WOT it comes on in lower RPM as well as upper RPM. At WOT it goes a little farther, but to the point where it says hey ******* you may want to shift before you bounce off the rev limiter. It comes on maybe 300-500 RPM before the rev limiter. I really wouldn't know never bounced off the rev limiter except once and that was because I accidentally mis shifted going down the track. Whoops.

It's coming on to tell you to shift for better fuel economy.
