boost problem!!

I'm new on here but I have an 06 ss/sc and I can't figure this puppy out..its stage 3 w the 2.6 pully bigger injecters and whole nine yards my problem is I'm not pushing the boost I should be I'm only getting 6 max I have zip tied the bypass valve jus to see wat it would do and I got like 18 to 20 ish. That being said a $230 part needs bought but I also tried bypassing it but when I do that I'm reading 25 hg and no boost but the s/c is whining and I can feel it but I get an engine light after a while I'm also getting a ticking sound from my guage so I'm asking is my guage bad? Should I keep it bypassed? Or break down and buy a bypass valve?
