The thermistat allows the coolant to flow through the radiator in order to be cooled. It does this by being temperature sensitive, and when the temperature rises past a certain level, it allows the flow to the radiator. If the thermistat "sticks" open then it can cause the coolant to never warm up to operating temperature, or it can also stick closed and allow coolant temps to rise past what they should. This is independent of the fans though.
The fans just blow air through the radiator in order to do a better job cooling the coolant that's flowing through the radiator. If the hot coolant can't flow through the radiator in the first place, due to a stuck thermistat, then the fans have no effect.
What you may have happening though is a sticking thermistat, and you may need to replace it.
