Not the side that requires the special tool, the side with the blue squeeze to release clips. My problem is, one of the clips was really boogered up and isn't serviceable and there were a couple clips that came with the filter that aren't even close to the same type. Where do I get a new clip? Do I have to swallow my pride and buy an AC Delco filter to get replacement clips?

I got a WIX filter that had the correct clips and didn't need the special tool either.
