Canada HELP! Engine Power Reduced - Electrical Gremlin from HELL

My 2007 Cobalt SS with the 2.0L supercharged engine, gave me the dreaded "Engine Power Reduced" [EPR] code after fueling up while on a road trip.

I had it happen once before and swapped the ECM on it. That solved the problem the first time I had it (approx 6 months before).

The car has been at a chevy dealership for about a month now and they can't figure out wtf is wrong with it.

The associated code with the EPR was a P10... something code, that pointed to the throttle body.

So far they have
-Replaced the ECM, and programmed it
- Replaced the Throttle body
- Confirmed signals along all wiring
- Dis/Reassembled the fuse box
- Replaced the wiring harness

They've told me it's stuck in some sort of bad starting loop.
The car will turn over, but the ECM can't find a starting position???

The only odd thing I can think of is if there's a difference between a Canadian vs. American program for the ECM. If there's a conversion issue issue?
The car is a Canadian one, and it's getting serviced in the US.

Please Help, any suggestion is welcome.

You crackshaft pos sensor is bad and not throwing a code because it rotated. It happens. Tell em to replace it.

Sorry, for further clarification:

The car will NOT start.
It will crank, but it doesn't catch, and the Engine PWR reduced message remains.

Please check/remove/service oxidized battery cables.
This car is quite dependent on stable battery supply. ur car is seven years old
(it's a Puter-needz LOTZ 'o electrons)

disconnect positive and neg cables from battery then scrape and CLEAN battery terminals and cables.

THEN disconnect the negetive cable's other end (at body) and clean both the cable and area where that temrinates. & etc...

verify battery Health AND the Connections R truly kosher.

I was getting engine power reduced codes on occasions but it would always be fine after i pulled over and turned it off and back on. One day it would just turn over and not start. Turned out it was the cps. Sounds like thats ur issue to
