help o2 sensor issues?

help o2 sensor issues?
Ok. I slowly started getting this code (1133) just over a year ago. I thought it might have just been my tune so I was clearing the code and it would not come back for a month or more at a time.
Now it comes on during every short drive to work. It takes me 30-40 mins to get to work and it comes on usually 15-20 mins into the drive.
I've had 2 other codes show up at times with it but they are verry infrequent. At times I got 0300 with it and lately after changing the sensor I've gotten 0133 with it twice. Most of the times its just the 1133 by itself though.
I've researched on here and it doesn't appear to be that common of an issue, people typically just replace the upstream sensor an noone ever posts back their end result/fix. I've replaced both sensors, upstream and downstream. I initially used denso up front but the car ran extremely rough, so I bought an NTK o.e. sensor and it sounds great but after a trip to work code free, upon leaving work an heading home the code came back with 0133 again.
review: getting code 1133 frequently (sometimes 0133, 0300 with it) replaced upstream twice and downstream sensor once. Also replaced spark plugs, plugs that came out looked fine. I've looked around and can't find any broken lines or cut or frayed wires going to anything. also, the exhaust is not leaking.
Help me figure this out...i'm frustrated. I have an aeroforce interceptor and wideband to assist.
