You has meth so yeah you may want to check your meth nozzle and make sure its clean and spraying correctly... then make sure your H/E PUMP is working.

It could also be a tune issue as well you can limit boost through HPT

Car will never run hot when intercooler pump fails. The intercooler is not linked to your coolant. That's a popular misconception. People think "Oh my coolant is down in temp, it's okay to boost again" wrong, and wrong to assume it's not the pump I mentioned just because the engine coolant is fine. The intercooler fluid is on it's own circulation system.

If you have an inoperable intercooler pump it will make enough heat just sitting still to damage your car. 180* + IAT2 temps during cruising let alone boost. Look into the intercooler pump issue, I am dead serious.....only thing I have ever seen cause your situation and I have seen it first hand atleast ten times now on all the cobalts I work on.

ant fix his issue until he fixes the pump and disconnects the battery.

That small neck at the front of the engine bay with coolant in it? Open that cap and turn the car on... if fluid runs through it, it's fine!

I believe there is an actuator that controls the boost control solenoid, you may look into that.

Let me see if I can find the schematics for the boost control system. I have it laying around the house somewhere...

I'm still thinking your car saw extreme IAT2 temps. Disconnect your battery for half an hour and put it back on to see if you regain boost.
