Very common problem with all cars. Id bet its going to be the blower motor resistor. Its an easy fix. Eventually level 3 wont work, then 2, then 1. Im telling you most likely its the resistor.

I just replaced my second a/c control - they seem to have a life of only (2) two years - also causes the connection for the fan switch to melt -I buy mine on ebay or a junkyard it's very easy to replace just remove the trim pieces and swap out the control units -

my fan speeds are all working but I took out my blower motor resistor to take a look at it - besides being dirty and looking like it got a little wet - (a small rust spot) and streaks - how do I tell if I need to replace this?

You don't need to replace it... You could just clean up the connection a bit by using a small brush and some baking soda mixed with water then clean the excess off with a q-tip of isopropyl alcohol.
