Update: Got a call from the dealer today and they said that the connector to the throttle body was broken (looked fine to me and them the last 2 times they had it though?) They said when I had my oil pump replaced and engine rebuilt under warranty 3 years ago that the tech working on my car must have broken it when he was reassembling the motor. Is this believable to anyone that the connector was good for 2.5 years after they did the engine work and now just started acting up like this?
Also the engine work was done at a Chevy dealer in Pennsylvania, isn't their work on the car guaranteed while I still own the car? Should the dealer be covering the cost of this since they said it must have been broken when the dealer did the warranty work?

So I just called the dealership and talked to the service manager. He said he would call back in about an hour.

Update: Dealership called today and they replaced the harness to the throttle body, the service adviser told me that the new TB harness did not fix the problem and they were still running more tests to figure out whats wrong, he said that they will probably have to replace more wiring still but they are not sure of which wires yet.

Update: I got my car back today and everything is running normal again for now. Hopefully this time the fix is for good! They replaced the TB connector, some of the wires going to the computer from the TB, Wires going from the gas pedal to the computer, and the computer itself. I'm guessing the computer took a crap on me because they replaced the wiring and said it still didn't fix the codes. I got it back today with a new computer and whatever work they did with the wires they replaced.

they didn't really hack up the wires too much, they did a pretty clean install with everything. It looks messy because they just didn't put the wire loom back around the majority of the wires they took it off of. So looks like my next project will be re-wrapping the wires in a new loom to clean up the look and protect the new wires.

I had an issue with my car idleing high then low and high and low for a little while, cleaned my throttle body and it went away. I just got the eng reduce pwr on my DIC went away after i let it run then turned it off twice, that was about 2-3 days ago. No issues since then, hopefully it stays that way.

on mine i ended up fixing it by replacing the wire plug that plugs into the throttle body, i just cut the wires and spliced a new one in and never had a problem since
