No crank LNF - crank relay doing weird things - PLS HLP!!

Hello everyone,
2008 cobalt ss here with a no crank condition. The car was recently starting okay and then stopped.

I think I have narrowed it down somewhere between the BCM and the crank relay (including the ECU in between). I have tapped into the white/black stripe wire on BCM harness 2 and I am seeing a change in voltage above and below 4 volts when turning the key to crank so I think the ignition is good.

If I bridge the crank relay pins 30 and 85 the car will start and run just fine but no crank with the key.

clutch switch is good I checked with a tech2 tool.

I am measuring 9.56 volts to ground on crank relay pin 86 with the key in the ON position but not trying to crank. Seems weird that the ECU would send that voltage to the relay. no change to this voltage when I try to crank with the key it stays around 9.5 volts.

Should pin 86 be a ground until its time to crank?? I am not sure if this is a problem with the BCM or the ECU, or a shorted wire or missing ground.
