RPM's not stable when coming to stop.
So I have 2006 cobalt ss 2.0 and when i come to a stop and let it out of gear. The RPM's drop down to about 500 then up to a 1000, does it a couple of times till it rests at idle, just seems like it going to die sometimes when i come to stop. I just changed air filter and cleaned MAF sensor, could i may have put MAF upside down? Its also been below freezing outside last week.

The MAF sensor if bolted in upside down would cause the car to run like complete crap. Your issue sounds more like an idle hunt issue which is usually caused by a gummed up throttle body or small vac leak.
