WTF is this?

So, I'm pretty sure I have a bad wheel bearing, the driver side rear wheel. That being said my buddy and I were gonna jack up the car and turn the wheel to ensure it's the right one before dumping money into a new one. When I got down to put the jack under the car, I found this wrapped around my suspension:

WTF is it? It was definitely part of the car, I had to break it to get it off, but the thing is shredded and almost rotting. Regardless that didn't solve whatever the problem was, which I still think is a bad bearing, just based on when I turn sharp left the noise stops, and when I turn hard right it gets louder (sounds a lot like extremely loud tire-on-pavement noise.)

Any ideas?

Well, we took the wheel off the other side of the car, didn't see anything like it on there. There is still a thick plastic bit utop both of them. How the hell did that come off?

It's under the spring on the rear beam you'd have to take off the shocks and remove the spring to take them off but they get ripped bad over time as you can see.
