Cat recall 05-07 cobalt

Just got a letter and was wondering if anyone else had this problem. I couldn't find anything on the internet about it.

lol. i still have power steering at 156k miles. although, i do notice a change in the exhaust tone when i put a load on the steering. almost like its working too hard to turn... I bet once summer comes, this bitch will give out and ill drive without it too. o well

So kind of a retarded question, but... Do you have to be the original purchaser to take your car in for a recall? I bought used, im not having any issues with my pump or cat though. Just kind of curious

Anyone have the recall number? I lost my letter, but I removed my cat and the core is cracked down the middle. The dealer says they "don't have the recall in the system"
help is appreciated!
