If you're talking about the downpipe then yes, it is illegal and most reputable exhaust shops will not risk getting caught removing the catalytic converter. They can face potentially huge fines and have the possibility of getting their shop shut down for a certain amount of time if caught removing an emissions control device. Most shops won't even install an aftermarket downpipe that has uses an aftermarket high flow cat because that also is against the law to remove the stock cat if the car is still under factory emission system warranty. If he really wants to install one then he'll need to buy one online (more than likely from a company out of state) and then install it by him self or maybe find another owner or someone to give him a hand.

Yea IMO strait pipe on a ss/sc sounds like **** but thats just me.Technically an exhaust with no mufflers is also illegal if he is in fact talking about the exhust and not dp. You will have to find an exhaust shop who dnt give a ****.lol

Really busy with work. Getting ready to head "overseas" to a little "sandbox" for a few months.
I'm not a big fan either. It might be worth a few hp across the curve, but on a street driven four-banger you end up with an annoying, loud amount of noise more than anything. But you sure can have an exhaust without mufflers such as if you have a resonator or a turbo (which the Federal government considers a muffler by the way), but here in California you'll more than likely push the noise limit without one. Even if you have a car that squeaks under the decibel limit without a muffler you're sure to get a lot of extra attention from people with ticket books that can make your life less fun and cost you time and money to prove it's legal.

Thanks for the reminder. I ran across the speedway pics the other day but didn't get a chance to upload them. I'll try to get a batch of them posted in the next day or two when I can find a spare five minutes in my schedule.
That something is another W41 Quad 4-powered car, or more specifically one of these ( <-- youtube vid). There's also a nice overview article at this link. Not many people remember that nearly twenty years ago GM built a naturally-aspirated, 190hp four-banger that also had a good amount of torque.
I bought this car as a replacement daily driver for the Fiero which will probably get sold. Once I get back from overseas I can hopefully pick up another house closer to where I'm working and drive the Cobalt and Focus a little more often.

Haven't bought a kit yet but was just heavily considering it lol. Was looking at Drag times and a Solstice GXP ran a 12.0 1/4 mile with the stock turbo, water meth injection, hptuners, magnaflow exhaust. So sort of makes me want to get it for my GXP.
