AmeriCommerce had replied that the IP in question was not actively being blocked on any of their servers. Rackspace does have a datacenter in Dallas however. This may be an issue between the German ISP and Rackspace.
Could you find out the name of the ISP?

the name of my ISP is TKS
according to my tracert log you can see where the data packet will leave my home network and hit the TKS servers.
From my perspective, it looks like it's being blocked by rackspace

I don't show that you have any IPs blocked. Provide me with the IP in question and I'll check the firewall.

We aren't blocking that IP address from passing to the servers. Is your customer receiving some error or it just times out? Maybe the customer can ping the storefront url to report any packet loss then if so perform a tracert to see where the issue may be. I checked and don't see any sessions with that IP reaching the storefront.
